Like Cogesh said though, I went to the Xbox One store and found the add on content there. It lists the challenges, the rune, and the costume. If you click on each of them it gives you a "Manually Install" option. I did this for all of them. Quit and restarted the game and voila. Now sporting my Dark Ranger outfit.
