Battery condition and other consumer loads can mean the heated rear screen (high load) can be 'clocked' to a reduced output by energy management. I've had this before, in my E91, worked fine once other electrical loads were switched off. Tried using my rear window defroster last night and it wasn't working.

Today whilst driving without the A/C on, or the auto on, just manual settings, I seemed to have a problem with the heater/ ventilation. Just using manual control, I had no warmth in the air unless I turned it up to nearly 26 degrees. Anything below this caused condensation on the outside of the windscreen as we travelled along.

Webasto pre-heater to aux heating - not working. I have in my car BMW 525d touring (E39 2002, navi16:9) pre-heater Webasto Thermo Top Z/C-D factory builded. It should work like pre-heater after engine start, when the outside temperature is below 5°C and if i have enough diesel in the tank and if the battery is OK.

Still hoping there is a secret button combination that can boost the heating! Temperature via sensor is controlling function. Also remember high energy consumer loads (heated seats, rear screen, etc.), can mean functions including the heated mirrors are regulated, so appears slower to heat. Appreciate 1. BMWZ4.
DEFA and BMW Canada Preheater Systems. The $695 installed plug in unit charges battery, heats interior and heats probably coolant rather than oil ( oil would be better). Cheaper if car already has an installed DEFA charger ( I assume for battery). Norwegian DEFA has many diverse heating products. The video shows iPhone/android remote applications.
Having to turn your heater to max 84 degrees does not constitute a functioning system working. Hopefully the dealer can fix this for my 135i since it's under warranty. $35-40K cars should not be this shoddy of quality. It's a heater for Gods sake!!! My crappy '89 Ford Escort in high school had just about everything break on it, but at least the 1998 BMW 7 Series. When engine is cold, take out the thermostat. Put back everything add water as needed to the radiator, leave the radiator cap out. Start the engine be careful stand in front of the radiator and where the radiator cap goes watch if the water is circulating rev it slowly and the water should circulate faster. If it is not So has to be down to wires or something else stopping it. Could be a nearly broken wire. Enough to show voltage, but not enough to carry any current. If you measure the voltage drop on the wiring, you would probably see nearly 12V drop in the wire when trying to operate a light. y9Ya.
